Fight now or forget it.

अब 6 लाख तक आय वाले क्रीमी लेयर में!

नई दिल्ली. राष्ट्रीय पिछड़ा वर्ग आयोग ने उच्च शिक्षण संस्थानों में क्रीमी लेयर निर्धारण के लिए आय सीमा को बढ़ाकर चार से छह लाख रुपए वार्षिक करने की सिफारिश की है। फिलहाल यह सीमा सालाना 2.5 लाख रुपए है।
आयोग गुरुवार को सामाजिक न्याय व सशक्तिकरण मंत्री मीरा कुमार को अपनी रिपोर्ट सौंपेगा। मामले पर चर्चा तथा राज्यों की राय जानने के लिए इस माह के प्रारंभ में एनसीबीसी ने राज्य पिछड़ा वर्ग आयोगों तथा उनके सचिवों की बैठक बुलाई थी। आयोग ने पिछले माह एक सार्वजनिक सूचना निकालकर आय की संशोधित सीमा पर लोगों से उनके विचार भी पूछे थे।
सुप्रीम कोर्ट ने उच्च शिक्षण संस्थानों में ओबीसी के लिए 27 फीसदी आरक्षण को बरकरार रखते हुए सरकार से क्रीमी लेयर को इसके दायरे से बाहर रखने के लिए कहा था। इसके बाद क्रीमी लेयर निर्धारित करने के लिए आय सीमा में वृद्धि की मांग उठी थी।

As per the Government of India, at present the poverty line stands at Rs 368 and Rs 559 per person per month for rural and urban areas, i.e. people in India who earn less than Rs. 12 to 18 per day. As per GOI, this amount will buy food equivalent to 2200 calories per day, medically enough, to prevent death. At this level of earning, even in a poor country like India, survival on Rs. 18 per day is a nightmare! . The people earning above that line are not considered below the poperty line. The World Bank's definition of the poverty line, for under developed countries, like India, is US$ 1/day/person or US $365 per year.

So the conclusion is that if a person earns Rs 600 per month ...he is can't be poor. And another person who is earning as good as Rs 50000 a month is not a part of creamy layer. He can still have all the benefits of reservation ..

The creamy layer definition is spelt out in a 1993 government notification issued by the NCBC. It underwent one major amendment, when the then NDA government in 2004 accepted the NCBC's recommendation to increase income slab from Rs 1 lakh to Rs 2.5 lakh, and just withing 4 years a new recommendation is on the floor to increase it for 6 lakhs.

Now look at the poverty line revisions:

The poverty line for rural India, where most of the poor live, was fixed in 1973-74 at about Rs 1.40 per day. For the urban poor, it was about Rs 2. Over time, as prices increased, without a lot more money it was just not possible to buy the food that provided the minimum calorie intake considered a defining element for moving out of poverty. Hence, in 2005-06, the rural poverty-line was fixed at a little below Rs 12 a day and for urban India at a little less than Rs 18. An eight to nine times increase in poverty line against 27 times increase in per capita income tells a story of its own.

The motive is clear, vote bank is defined, election is nearby....complete drama is ready....but be aware...its a real life drama....fight now or forget it.

This happens in democracy and even though this seems to be wrong you cannot do any thing about it sitting here in the united states......because such laws are made by approx 800-900 illterate MP's whom we chose and support....
